New home communities gets phase approvals from City Council

The initial phase of lots for the first section of Cambridge Park have started pre-selling by D.R. Horton over the past few weeks. At this month's Mebane City Council meeting, the elected board unanimously approved a final plat for Phase 1B of Cambridge Park, which includes 48 single-family lots to be constructed in 2020. The City Council approved various measures of approvals and annexations for a total of six new home communities as part of its Consent Agenda and Public Hearings in its December agenda. 

They were relatively minor agenda items on a night when former Mayor Glendel Stephenson stepped away after 35 years of service to Mebane, and the city welcomed new Mayor Ed Hooks, as well as a new City Council. But a series of measures taken by the Mebane City Council at the Monday, December 9 meeting has paved the way for significant additional residential real estate development heading into the new decade. 

As part of the meeting’s Consent Agenda, town leaders approved final subdivision plats for three neighborhoods - Cambridge Park, Havenstone, and The Villas on 5th.

Cambridge Park, located along Jones Road to the immediate south of the I-40/II-85 interchange and the Hawfields area, was approved for rezoning and special use as a cluster subdivision by the Mebane City Council in January 2018. D.R. Horton has just started the process of subdividing and pre-selling the initial lots of Phase 1A within the community in recent weeks. 

This month’s action by the City Council was the approval of the final plat for Phase 1B of Cambridge Park, which comprises a total area of 14.15 acres, and will include 48 single-family lots, a stormwater pond, and a private recreation area, along with space for the necessary right-of-ways and infrastructure. 

The approval at Havenstone was for the final plat of Phase 2B, which was approved for rezoning and special use as a cluster subdivision by the City Council in December 2017. This approval includes 15.49 acres for 42 single-family lots, a stormwater pond, as well as the necessary space for the neighborhood’s streets and sidewalks. 

Havenstone, located along Lebanon Road adjacent to Lake Michael, has experienced tremendous sales success over the past several months, selling out all the lots in Phase I before any of the homes had been constructed. 

The Villas on 5th got approval for the final plat of Phase 2A - a project that will include 11 single-family homes on 1.865 acres. An additional 0.39 acres of dedicated right-of-way brings the approved final plat to 2.25 acres. The Villas on 5th is an Active Adult Lifestyle Community being constructed along N.C. Highway 119 (S. Fifth Street) that will include 106 new homes on 35.11 acres upon completion. 

The final plat approvals for Cambridge Park, Havenstone, and The Villas on 5th now pave the way for just over 100 new homes to be constructed within the Mebane corporate town limits over the next couple years. 

The City Council also held three public hearings regarding ordinances to extend Mebane’s corporate limits for three additional residential communities - St. Bart’s Place, Mebane Towne Center, and The Retreat at Lake Michael. 

St. Bart’s Place will feature 12 single-family lots on just under seven acres along Old Hillsborough Road, adjacent to Holmes Road, Jones Road, and Garrett Elementary School. This phase was approved for conditional rezoning back in January 2017.

“This is a project that has been before you on multiple occasions. The project is moving forward and is being developed,” City Attorney Lawson Brown stated prior to the City Council’s unanimous approval to adopt an ordinance to extend the 6.74 acre St. Bart’s Place property into Mebane. 

The Mebane Towne Center, a large residential/commercial project that is being developed along Mebane Airport Road and N.C. Highway 119 (S. Fifth Street), had 2.41 acres for its Phase I annexed into the corporate city limits back in August of this year. This month’s approval is for phases T1, T2, T3, and T4 - a cluster of townhomes on 20.14 acres. 

“This is a contiguous annexation,” City Attorney Brown said. “You had previously zoned this property for townhomes at the request of Keystone Group, Inc.. It is in the process of being developed at the present time.” 

The City Council’s unanimous approval of 18.74 acres being annexed into Mebane’s corporate city limits sets the stage for 43 single-family homes to be constructed at The Retreat at Lake Michael. KB Home is currently developing The Retreat at Lake Michael, which lies across Lebanon Road from the Havenstone community. Some of the lots at The Retreat at Lake Michael will offer views of the lake.
